					<description>It is indeed a way to rationalize terrorism.  Some Islamic authorities have used this type of reasoning to argue that it is OK to kill any Israeli, despite the clear injunctions in the Koran against killing innocent people.  The argument is basically that any Israeli by definition supports the government's policy, and therefore is not innocent.</description>

certain parts of the governments are acting as a renegade -
acting contrary to law or popular will or whatnot?

an invasion per se - any perceived offense might do.</description>
